Have you or your doctors brought to 'their' attention that medical science teaches CP happens at birth.

I am trying to collect on my Dad's social security so I can get Medicare years from now. I just googled definitions of Cerebral palsy. While most definitions say at birth, some definitions say up to eighteen. But dealing with THEM, it is not a question of science /medicine, but having the right papers that fit into their system.
